MTÜ Eesti Roheline Rist wins appeal to revoke Muuga soybean oil factory construction permit

The Supreme Court affirmed the decision of the Tallinn Circuit Court to support MTÜ Eesti Roheline Rist’s claim to revoke the construction permit for the planned soybean oil factory in Muuga port. The case involved other key stakeholders such as Jõelähtme Municipality, AS Tallinna Sadam, and MPG Agroproduction OÜ.
The central issue was the compatibility of the proposed factory with the nearly 20-year-old detailed plan, which was originally designated for a coal terminal. The court concluded that any significant alteration from the intended use required a new planning process.
