COBALT successfully represents AS RAGN-SELLS in a dispute with City of Tallinn

The dispute regarding the waste transport in the waste transport areas of Nõmme and Lasnamäe has ended successfully with the help of COBALT Law Firm. COBALT advised and successfully represented its long-term client RAGN-SELLS AS, that contested the unlawful activities of the City of Tallinn in organising the waste transport in Tallinn’s Nõmme and Lasnamäe boroughs.

The Supreme Court found that the City of Tallinn had unlawfully transferred the waste transport service to a city-owned AS TALLINNA JÄÄTMETE TAASKASUTUSKESKUS (TJT, Tallinn Recycling Center) and had failed to organise the public procurement required for the provision of a waste transport service. In addition, the awarded procurement contracts, where the original contractor was replaced with TJT, were declared null and void and the city was ordered to organise the proper public procurement to find the waste transport service provider.

This was a legally complex dispute in which RAGN-SELLS AS was represented by senior associate Rauno Ligi (who led COBALT’s team) and senior associate Kaidi Reiljan-Sihvart. They were supported by partner Elo Tamm.
