COBALT successfully represented client of the Hospital of Tallinn project procurement dispute

COBALT successfully represented the Italian joint bidders ATIproject and 3TI Progetti in a dispute over the design procurement of the Tallinn Hospital of the Tallinn Social and Health Care Board. The subject of the public procurement was the design and project management of Tallinn Hospital.
The design of Tallinn Hospital is a project that is jointly funded by the City of Tallinn and the European Union, with a total cost of 520 million euros. The construction of Tallinn Hospital, or the North Estonian Medical Campus, is the most important health project in this century, the construction creates a new and modern medical campus instead of the depreciated hospital buildings. The new hospital building will improve the ability and quality of medical care for the residents of Tallinn and Harju County as well as the whole of Estonia in the future. The design, construction, and project management is the largest project in Estonia so far.
The joint bidders ATIproject and 3TI Progetti bid was successful in the public procurement and the result was contested by the competing bidders. The dispute concerned the conformity and evaluation of the bid and the issue of abnormally low bid. The dispute was resolved in favor of our client and ATIproject and 3TI Progetti signed the design agreement on 11.11.2021 with the City of Tallinn, and the cost of which is 17,8 million euros.
ATIproject, the leading joint bidder, is mainly active in the fields of architecture and design and has offices in several countries. In the past 10 years, they have designed 17 hospitals in different countries, such as Odense Hospital in Denmark and Cesena Hospital in Italy.
