COBALT advised the Ministry of Economic Affairs and Communications (MKM) in drafting a model energy performance contract for the public sector.
Pursuant to the EU Energy Efficiency Directive (2012/27/EU), MKM has ensured the availability of a model contract for energy services as one of the energy efficiency measures to promote the energy services market.
The model contract with the guidance material focuses on the public sector, as the volume of public spending in this sector is around one-fifth of the gross domestic product of the EU, and for this reason the public sector constitutes an important driver to stimulate market transformation towards more efficient products, buildings and services.
In this assignment it was assumed that public bodies at national, regional and local level should fulfil an exemplary role as regards energy efficiency.
