COBALT advised the foundation Estonian Institute of Historical Memory in the planning and carrying out the public procurement for the design work necessary for the establishment of the International Memorial Museum for the Victims of Communism, planned in Patarei Prison which will undergo reconstruction.
The International Memorial Museum for the Victims of Communism will be the first museum in the world to set up an extensive exposition of the crimes of communist regimes, and it will contribute to world-class scientific research and education, ensuring that the antihuman nature of communist regimes and ideologies will never be forgotten. The museum is planned to be situated on about 5000 square meters in the eastern part of Patarei Prison complex where authentic prison cells, shooting room, corridors, prison yard with prisoner’s walking rooms and many other spectacular objects have been preserved.
The joint tender of MOTOR OÜ and KOKO Arhitektid OÜ was declared successful and the design contract was entered into on 1 April 2021. The work consists of the interior architectural design, landscape architectural design and design of the specific parts of the planned museum rooms and office rooms of the Estonian Institute of Historical Memory as well as the planning of the exposition. The due date for the design work is 1 December 2021.
From COBALT, the client was advised by Senior Associate and Head of Public Procurement practice Kadri Matteus, who was assisted by Assistant Lawyer Liisa Puu and Senior Associates Sandra Sillaots and Viive Kaur.
