Comments on the Law on Public Procurement and the Law on Procurement have been prepared, co-authored by team members of COBALT Public Procurement Practice Group

By the order of the Public Procurement Office, the Commentary on the Law on Public Procurement of the Republic of Lithuania and the Commentary on the Law on Procurement by Contracting Entities in the Field of Water Management, Energy, Transport or Postal Services were prepared by COBALT Partner Dr Deividas Soloveičik and Chief Advisor of the Supreme Court of Lithuania Karolis Šimanskis, as well as other members of COBALT Public Procurement Practice Group team.

The comments provide a detailed analysis and, based on both European Union and national case law and legal doctrine, comment on each article of the indicated laws (content, scope), as well as suggest practical examples. These comments, co-authored by lawyers of COBALT Procurement Practice Group, are intended to help address practical issues arising in the procurement process. The content of the comments was coordinated with the Public Procurement Office and consulted with CPO LT, the Ministry of Economy and Innovation, the Commission of the European Union and the market.

The process of preparing these comments took 11 months. The commentary to the Law on Public Procurement of the Republic of Lithuania consists of more than 1000 pages, and the commentary to the Law on Procurement of the Republic of Lithuania by Contracting Entities in the Field of Water Management, Energy, Transport or Postal Services also consists of more than 1000 pages of text.

The comments are published publicly and are available free of charge on the website of the Public Procurement Office (https://bit.ly/3ik0Tk5).
