On 28 March 2013 the law offices COBALT, in cooperation with the Lithuanian business daily Verslo žinios and the Lithuanian Confederation of Industrialists (LCI), will host the annual conference on public procurement ‘Public Procurement 2013: solutions for business. Problems with the Take-Up of EU Funds: Ways to Avoid Procedural Infringements and Sanctions’.
As a considerable number of Lithuanian businesses participate in various EU funded projects; the take-up of EU funds is a key issue for Lithuanian businesses.
During the conference, representatives of the Public Procurement Office, the National Audit Office of Lithuania, other institutions and businesses will discuss challenges related to the take-up of EU funds in the process of public procurement, managers of businesses will share their experience, legal advisers will elaborate on the legal framework governing public procurement and will also highlight the most common infringements and resulting litigation and sanctions.
The conference will cover the following issues:
- achieving efficient use of EU funds
- the impact of the stage of planning of projects and public procurement on the success of public procurement
- the most common mistakes in public procurement implemented using EU funds
- audit of the absorption of EU funds in public procurement
- the cost and effect of infringements of public procurement rules
- mechanism for compensation of damages and its use
Speeches at the conference will be delivered by Žydrūnas Plytnikas, Director of the Public Procurement Office; Lina Talmontė, Senior State Auditor of the National Audit Office of Lithuania; Gintautas Predkelis, Director of Transport Investment Directorate; Jolita Rima Puškorienė, Managing Associate at COBALT; Diana Vilytė, Director of the Lithuanian Business Support Agency; and Dr Gediminas Rainys, Acting Director General of LCI’s Executive Directorate. Heads of private and public enterprises will share their experience and recommendations.
