COBALT successfully represents Alexela Oil before Public Procurement Review Committee

COBALT represented Alexela Oil in connection with the conditions of Estonia’s largest fuel procurement organised by the Ministry of the Interior.

The Ministry announced a joint procurement for purchasing motor fuel in February. More than one hundred state authorities participate in joint procurement for retail purchase of a total of 17.3 million litres of fuel.

Alexela Oil disputed a condition of the fuel procurement announced, namely that only fuel sellers with at least 20 fuel stations in Tallinn are eligible to submit tenders for the sale of fuel in the city of Tallinn. Our client found that this condition restricted competition and was not justified by the purpose of the procurement.

The Public Procurement Review Committee satisfied the request for review and found that the Ministry of the Interior had created an unjustified obstacle to the opening up of public procurement to competition.
