COBALT represents client before Public Procurement Monitoring Office

The Public Procurement Monitoring Office on 29 February 2012 adopted decision by which it prohibited the State Revenue Service to continue the tender for the production and delivery of excise tax stamps for alcoholic beverages and tobacco products without amending the tender rules.

The decision was adopted on the basis of applications submitted by 3M United Kingdom Plc and SIA Baltijas banknote arguing that several re­quirements of the tender rules are groundless and non-compliant with the laws.

COBALT advised 3M United Kingdom Plc in relation to contesting of the tender rules, as well as represented 3M United Kingdom Plc before the Public Procurement Monitoring Office.
