International schools reach out-of-court agreement on co-financing

COBALT successfully represented several international schools, resulting in an agreement with the Riga City Council to maintain co-financing for their pre-school education programs.
International schools had initiated administrative proceedings to ensure the maintenance of the co-financing. In the course of the out-of-court negotiation of the dispute, the Riga City Council proposed to clarify the legislation regulating this area by specifying the obligation of the municipality to provide co-financing for international preschool programs.
Therefore, on February 12, 2025, amendments to Riga City Council Binding Regulation No. 191, “Procedure for the Implementation of the Pre-school Education Provision Function by the Riga City Council,” came into force. These amendments establish the procedure for the municipality to cover costs for private education institutions implementing pre-school programs, and for international education institutions implementing international pre-school programs, moreover will ensure the continuity of the co-funding.
