COBALT represented Ragn-Sells in successful result to public procurement dispute

COBALT successfully represented long-term client Ragns-Sells AS in review proceedings concerning public procurement for treatment of end-of-life tyres organised by the Environmental Inspectorate.
The Environmental Inspectorate declared Ragns-Sells AS the winner of the public procurement, but the contracting authority’s decision was then contested by the waste treatment facility OÜ Paikre, which also participated in the procurement. On 17 October 2016, the review committee dismissed the request for review by OÜ Paikre, which did not appeal the decision, so that as of 1 November 2016 Ragn Sells AS and the Environmental Inspectorate can enter into a public contract as a result of the public procurement.
The objective of the public procurement was to organise treatment of up to 20 919 tons of end-of-life tyres in unspecified condition and/or treatment of chopped tyres in compliance with the requirements of the Waste Act. Treatment refers to collection and removal of end-of-life tyres together with all other appropriate and necessary operations as a result of which end-of-life tyres are recovered or recycled.
